Small parties, big issues
The Topolánek government is fragile not only because it
depends on two renegades from the opposition for its existence,
but also because of the oversized impact of KDU-ÈSL and the
Greens. The two small parties are in a position to take ODS
hostage, but their roles so far are very disparate. In just one
month, KDU has managed several mini-scandals, and Finance
Minister Miroslav Kalousek hasn't even had time yet to exercise
his black magic at ÈSA, ÈEZ and the defense ministry. Premier
Mirek Topolánek can appease KDU simply by turning a blind eye
to its indulgences. The Greens, in contrast, won't be appeased
so easily and are making their presence known by provoking
legitimate political debates concerning the EU constitution,
missile defense and nuclear power. As KDU heads toward a self-
inflicted disaster, the Greens are becoming a real political force.
