Green cards for non-EU foreigners can help fill job vacancies in
production and construction but not at the very top of Czech
companies. As HN reported, there's a shortage of Czech general
managers. Employers want people who not only have the
appropriate training and experience, but also who have the right
connections for winning lucrative IT, EU and other contracts.
Nothing much has changed in this respect since the early days,
when foreign companies were fighting over the ex-StB agents
with the best connections and language skills. A new generation
of Czech deal-makers is taking over, and in many cases they too
are being encouraged to put aside ethics manuals and social
responsibility to concentrate on the bottom line. This means
"going with the flow" and chalking up any moral lapses to the
"price of doing business." It's heartening, at least, that there's a
shortage of such people.
