A month ago, Chair Petr Rafaj of the ÚOHS antitrust office canceled the highway-toll tender on flimsy grounds. He did it because he can. He was renominated to his position in May 2015 by then-PM Bohuslav Sobotka, who was widely seen to be under the heavy influence of Prague manipulator Radek Pokorný. None of ANO's ministers voted for Rafaj, according to Transport Min. Dan Ťok, who is now considering filing criminal charges against Rafaj's office. Ťok told Czech TV on May 24 that he will soon ask the cabinet to award a no-bid toll contract. Because it can. Ťok received the full support this week of PM Andrej Babiš, and Babiš announced during a joint press conference that he asked Pres. Miloš Zeman last week to support the cabinet with regard to the tolls. What does all this mean? That the cabinet is going to circumvent Rafaj to award a toll contract directly to Petr Kellner's CzechToll without a new tender, and that Pokorný will be helpless to stop it.
