Joe Biden changed the rules of the game for hacking during the U.S.-Russian summit in Geneva in June when he gave Vladimir Putin a list of 16 specific entities that should be off limits to attack. It was like saying that Somalian pirates could hijack some ships, but not the ones with the really important payloads. With just two months to go before the elections, Czech Pirates are struggling with their own code of the sea. Instead of living up to their name and looking for ways to keep the state out of people's lives, they're getting the image of people who want to regulate everything. Their latest idea is to upgrade the common practice of watching a neighbor's child to a regulated profession. What are suspicious voters supposed to think? Will a teenager need to have a business license and pay taxes to babysit? The Pirates are at their best when they promise to steal from the rich and give to the poor, not when they treat normal people like lawless marauders who need to be kept in a cage.
